Comparative metropolitan government in Africa: The cases of Cairo, Johannesburg, Kinshasa, Lagos and Luanda

This study explores the urbanization processes and the lingering issues stemming from the colonial era in five major African metropolitan cities: Cairo, Johannesburg, Kinshasa, Lagos, and Luanda. It considers the impacts of the colonial period and the governance strategies employed in the post-independence era as key factors shaping the metropolitan administrations of these cities. Utilizing a qualitative approach, the research is grounded in case analysis. By comparing these five cities, the study aims to uncover how they interact within their historical, cultural, and economic contexts, while identifying both shared and unique challenges faced by their metropolitan administrations. The research delves into the fundamental dynamics influencing the urbanization processes in these cities, including infrastructure deficiencies, social inequalities, weak local government structures, and security concerns in the post-colonial period. Furthermore, it investigates how globalization and metropolitanization are reflected in the governance approaches of these urban centers. The thesis underscores the significance of participatory governance models, collaboration between central and local governments, sustainable infrastructure reforms, investments in social services, and community-based security policies in addressing the governance challenges faced by these cities. It is anticipated that these elements will enhance the capacity to effectively tackle the issues confronting these urban areas and strengthen the effectiveness of their metropolitan administrations.
