Although the book does not contain any information about the date of writing, we think that the text belongs to the post-classical period of the Ottoman Turkish, since 1138 A.H. (1725-1726 in Common Era) was used for the calculations in the text by the writer. This study consist of six different chapters; Attributes of the Manuscript, Language Examine, Text, Translation to Turkish spoken in Turkey, Glossary and Facsimile. The first chapter of the study contains information about "ilm-i nücum", "ahkam-ı nücum" and welkin system which is based on the Ptolemaic system. Then, the position of this science in the Ottoman scientific life was evaluated briefly and the development of "müneccimbaşılık" institution which has been in existence in the Ottoman Empire for centuries was summarized. Afterward, general anecdotes about the position of this science in Ottoman political and social life were explained and finally, the physical features, content, style and copies of the text were given. The second chapter of this study gives knowledge about orthographic properties of text then phonetical and morphological explanations have been made. In the third chapter of this study, transcription of Ahkâmü'l-Külliyye ¡Alâ Tahvîl-İ Sini'l-¡Âlem is done. In the fourth chapter of this study contains the intralingual translation of the text to Turkish spoken in Turkey. In the Glossary chapter, an indexed dictionary of the text has been made and the meanings that all the words are used in the text are given. Also, the word groups identified in the text are indicated. This section includes a glossary of geographical names and a glossary of ilm-i nücum.
