Prioritization of performance indicators for healthcare institutions via AHP, fuzzy AHP and hesitant fuzzy AHP methods

The managament of health institutions is an important area for maintaining these services and monitoring the progress in health. Management in health institutions is shaped by making performance measurements. According to performance measurements, areas that need improvement are determined and future imvestments can be made. At this point, it is an important problem which part of the investment will be made in the health facility. In this part where there are unstable situations, the performance indicators used in health come into play. Performance indicators can be defined as the main modules that define the health sector. Performance indicators are also ranked among themselves and used in performance measurement and improvements. In this study, an application was made on the weighting and ranking of performance indicators used in health. Weighting applications are usually solved with Multi-Criteria Decision Making criticisms. In the study, weighting was performed using 3 different methods and not a single Multi-Criteria Decision Making technique. The 3 different rankings obtained from the Analitic Hierarcy Process, Fuzzy Analitic Hierarcy Process and Hesitant Fuzzy Analitic Hierarcy Process methods used were combined with the latest Copeland method and the solution was converted into a single ranking. In this way, the study has been made more comprehensive by including different methods in the application instead of deciding on a single method. Thanks to this study, it will be determined quickly that more gains can be achieved by investing in which indicators in health institutions. Likewise, health institutions that have not yet been put into service can provide a better service compared to their competitors if they pay attention to develop more important indicators based on this study. At the end of the study, factors such as waiting period in the emergency room, the number of competent personnel, and the number of successful births were determined as the most effective indicators in the field of health; the number of policlinics, the number of patient rooms and the number of cesarean births were found to be the least effective performance indicators.
