Abstract (EN)
Family is as old as human history and the smallest social network of human being,consisting of mother, father and children and is based on marriage and consanguinity. The family is the most important element of the society and has also significant character. In this regard it is essential to investigate and identify structural characteristics, transformation phases and problems of family and associated social policy. Healthy procreation of human being and to save the future of society is only possible with familiar structures. In the first chapter the conceptual and theoretical extent, the importance of family, its duties and responsibilities are examined. One of the most affected institutions from industrial revolution and its accompanying development – the modernity that is very formative in political and social affairs, is the family. The family structures that toned down in face of change processes of today's industrial societies, are alone, old, sick and in need of care. Malthus, a British priest, affirms that the population is growing geometrical but the growing of foods is mathematical so in consequence the food won't be enough in future therefore the humanity will be exposed to hunger. According to this consideration Malthus' idea was to plan and regulate the human population. With this in mind, he advocated the thesis that population planning should be done and put forward a thesis which is called by his own name. This thesis was applied at a certain time but it was criticized at the same time. In later periods the debate on population planning intensifies and because of the industrial revolution and its accompanying developments the application was abandoned. There have been many studies pro and contra population planning from past to present. On closer examination it becomes clear that the political aspect of this subject is predominant. The falling population in developed countries on the one hand the rising population of developing countries on the other hand is concerning wealthy countries. The fact that wealthy countries are making efforts to rise their population and to restrict the population of developing and rising countries shows the political side of this issue. In this paper the applications and intention of developing countries with regard to family planning are emphasized and on the basis of literature review it becomes clear that the main intention is reducing population. Family is the only institution that provides procreation and growth of population. Countries with strong family bonds can step into the future conscientiously. The third part of this research will focus on the relation between family planning and social service. In conclusion the political, economic and social aspects of population planning is investigated and the attempt was made to see into the condemnation of especially Africa to poverty despite the opportunities it has.
