Abstract (EN)
With the increase of urbanization, it seems that managing the infrastructure of the city with classical methods has become very difficult. Considering that the infrastructural facilities have been constructed by various institutions and organizations in various ways with different standards from the past, and the length of these lines is taken into consideration, a large volume and a complex structure are emerging. The need to manage this structure in a faster and more effective manner, which can not be managed by classical methods over time, in accordance with today's technology has emerged. Taking into account these problems that have arisen with the increase of modern urbanization and population, the formation of infrastructure information systems has become important. Especially in big cities, it is necessary to operate the infrastructure in the most appropriate way and keep it under constant control. As maintenance, repair, energy and operation costs of infrastructure lines, treatment plants, pumping stations etc. are constantly increasing, administrations need to be dynamic institutions that develop new projects in line with today's technology. In this case of study, it is intended to enter the system of infrastructure lines and facilities located in the boundaries of Derince district of Kocaeli province, to incorporate them into the infrastructural information system based on geographical information system by detecting those who do not have digital information and to make the entire lines intelligent and manageable. It is important to struggle with the water problems which is become important in recent years and to reach the available water resources in the best possible level with the subscribers at the best possible level by reaching the manageable level with the infrastructural information that has been made inquisitive and analytical. In this context, the tank and valve information related to the drinking water lines in the system, the flow meter information of them, the type of lines supervised by the valves, the year of manufacture, it is aimed to provide an important contribution towards reducing the loss-to-leak ratio in the drinking water lines. It is aimed to store and update the data by collecting and storing data on the digital platform with the model project, not on the grounds of the information about the infrastructures established with the installed costs. Thus, it has become faster and more reliable to reach infrastructure lines locally.
