Abstract (EN)

This study aims to analyze the structure of local governments in Afghanistan. There are provinces, districts, municipalities and villages as local government organizations in Afghanistan. When we look at the history of the country, we see that this process is the result of long wars. 19 years ago, the US made a military intervention as a result of terrorist attacks on Afghanistan. With the US intervention, a new system is replaced by radical governments. To make this system more productive and close to democracy, other countries that helped the US and Afghanistan use different methods and set up new institutions. One of the newly established institutions is the Independent Local Administration Directorate. This institution is an institution such as Turkey, local governments are not based on solid foundation in the country. Therefore, in our study, especially the Independent Local Management Directorate and the study areas were examined. The institution is an important institution in terms of providing communication and strengthening of ties between the public and the management. With this study, it is aimed to examine the contributions of these newly created forms of management and institutions to the development of the country in 19 years, positive and negative changes.
