Özet (EN)

States develop different attitudes to alter and affect the decisions of each other. Some of states determine the pressure and the conflict as a foundation; but for some states, dialogue method demonstrates more importance. In the new process that the diplomacy rose to prominence, the dialogue has become an obligation. However, over the years, the different methods came light in the international relations. Each one of these methods have become an alternative, developed by a specific state, to affect the other one. As one of them, public diplomacy is a method, which is used by a specific government, to change the other's opinion and to steer the perception of another society. The US is one of countries which apply this method in the most effective and powerful way. Following World War II, the US started to embrace the public diplomacy as a tool of foreign policy for its own strategies. On the other hand, public diplomacy is an effective method, used inside the US. The group who use this method the best is the Jewish lobby. This lobby which assists the Jews in the US by the support of Israel, and also a public diplomacy tool for Israel. In first chapter of study, the general framework of public diplomacy is mentioned. In the second chapter, the meaning of lobbying activities in the US and the public diplomacy process used inside the US and experienced outside by the US government. The last chapter includes the lobbying activities, applied through public diplomacy by the jew lobby, which has an extensive field of activity.
