Abstract (EN)

Almost all of the public agencies in the world compare themselves with othercountries? public agencies in order to find efficient and effective ways to do business.Generally, they focus on the agencies, which they work in the same field. The Turkishgovernment has obtained many implementations for the public agencies from theabroad and adopted them into their structure and culture since the foundation of theTurkish Republic in the early 1900?s. Today, the U.S. is a highly developed countryand it is called as `the powerful country in the world?. Hence, it is believed that theU.S. has very effective and efficient public and personnel administration systems.Therefore, it is thought to explore the U.S.? law enforcement agencies to find someimplementations to recommend to the Turkish National Police Organization.The research was conducted as a field study in Dallas FBI field office as afederal law enforcement agency, in North Richland Hills Police Department alongwith Denton Police Department as a local law enforcement agency in Texas State ofthe U.S. and the Turkish National Police Organization. It is important to indicate herethat the Turkish National Police has federal type structure throughout the country andit has local structure with the police departments in the 81 cities. Their organizationalstructures, management systems, law enforcement recruitments, law enforcementtrainings, promotion systems, personnel performance evaluations, workingconditions, and benefits were scrutinized, explored, and compared. Their currentpractices, regulations, policies and implementations in 2006 on previous mentionedsubtitles were explored.It was assumed that those topics are problematic in the Turkish NationalPolice and also the literature review made us believed that those topics wereproblematic in the agency. It was believed that the research can help to find somesolutions for those issues. After the completion of the research, the findings, whichare believed to work in the Turkish National Police Organization were recommendedto use as policy implications. It has been hoped that those recommendations canenlighten the police administration problems in the Turkish National Police andstimulate efficient and effective police administration policies.
