Abstract (EN)

At this thesis, minority rights, the concept of mother tongue, right of education in mother tongue, linguistic and educational rights, and practices of education right in mother tongue at Turkey and some European Countries have been comparatively investigated.In the first chapter, the concept of minority, minority rights, mother tongue, right of education in mother tongue and other linguistic and educational rights have been defined.In the second chapter, the right of education in mother tongue on different levels such as pre-primary education, primary education, secondary education and higher education have been explained.In the third chapter, the provisions related to education right in mother tongue at the documents of United Nations, (UN) Council of Europe, (COE) Organization for Security and Cooperation in Europe, (OSCE) European Union (EU) and other global and regional organization have been analyzed.In the fourth chapter, the right of education in mother tongue at Ottoman Empire, Turkish positive law concerned with this right and Turkish practices have been evaluated.In the fifth chapter, primarily practices of Sweden, Greece, France, and Spain have been examined, compared and contrasted with Turkish practices from different perspectives.Key Words:1.Minorities2.Minority Rights3.Mother Tongue4.Right of Education in Mother Tongue5.Mother Tongue Education in International Documents
