Abstract (EN)
Any vehicles traveling on highways will be at one time or another parked at some point for either a relatively short time or a much longer time, depending on the reason for parking. The providing of parking facilities is, therefore, a major element of the highway way of transportation. The rising in level of use of the automobile as a personal feeder service is a main feed to the on and off-street parking. It has also increased the demand for parking spaces at Central Business Districts (CBD) and other area has more activities. In Central Business Districts (CBD) are areas of dense traffic which result in parking problems or in another mean these problems occur in areas of high congestion, where a place is very costly. Providing appropriate parking space to meet the demand for parking near to central business district or commercial area may necessitate the provision of parking lots which reduces or effect on the capacity of the streets and may affect the level of service (LOS). These requirements are intended to secure that there will be enough parking to avert insufficiently of parking and prevent overflow at adjacent properties. Parking is an integral part of the transport system. It is a serious problem that is facing the urban planner and traffic engineer, as it plays a vital role in the management of traffic and congestion reduction. Istanbul Metropolitan Municipality Company Management and Organization of Parking in Istanbul City (ISPARK) manages off and on-street parking. This study attempts to fill the gap in knowledge by providing a further understanding of the parking characteristics in Istanbul to evaluate their on and off street parking efficiency. Four positions were selected in Istanbul for off-street parking and two for on-street parking, in order to investigate whither the supply meet the demand at the peak hour or there is deficiency and if there is over saturation during this peak hour of on-street parking and off-street parking furthermore evaluate the performance of this parking during weekdays and weekends.
