Analysis of electronic public procurement platform (EPPP) data from a governance perspective: A decision support model based on management information systems

The Electronic Public Procurement Platform (EPPP) serves as a comprehensive e-procurement system in Türkiye, encompassing over 55.000 public institutions and 1.200.000 users. This legally robust platform, managed under the Public Procurement Authority (PPA), facilitates the entirety of public procurement processes. Despite its significant operational success, the wealth of data generated by EPPP remains underutilized by stakeholders, including public authorities, policymakers, and business entities. This study aims to bridge this gap by analyzing EPPP's vast data repository through the lens of Management Information Systems (MIS) and proposing a decision support model for policy formulation and strategic governance. The research employs a qualitative methodology, utilizing semi-structured interviews with 20 experts working within the Public Procurement Authority. The study focuses on identifying actionable insights derived from EPPP data, assessing its impact on transparency, accountability, and efficiency in public procurement processes, and exploring the integration of advanced data analytics and business intelligence tools. Key findings will guide the development of policy recommendations, enhance decision-making capabilities, and foster a data-driven governance culture. The study contributes to the academic discourse in MIS by demonstrating the value of public procurement data in strategic decision-making and highlighting the potential of integrating data analytics into e-governance systems. Practical implications include a framework for leveraging EPPP data to support policy development, improve operational efficiency, and promote transparency in public procurement processes.
