An evaluation of irrigation management activities associated with the participation level of farmers demand for irrigation water in Antalya

In this study, 29 irrigation organizations that provide water distribution are reviewed; present situation of the water management is introduced by exploring their physical, institutional and economical structures. The research field consisting of irrigation unions, irrigation cooperatives, legal entities of villages and municipalities where irrigation organizations located is selected on purpose. Applying a face to face survey done with irrigation organizations? managers, management and maintenance actions carried out, the relations between organizations and farmers, the analysis of variety and successfulness of activities between administrations as plenty of variables concerned, and stating of technical, executive and financial problems, is aimed. Furthermore, the comparison of activities of selected irrigation organizations is aimed, hence, by doing data enveloping analysis, the efficiency values belonging to irrigation organizations is measured. In consequence, in between the 19 irrigation organizations analyzed, 5 irrigation organizations for CCR model, and for BCC model, 10 irrigation organizations are found efficient. The technical efficiency value found, shows that, without any reduction in the outputs of organizations reviewed, their management and maintenance-repairing expenses may be reduced by 23%.By a face to face questionnaire method of meeting with the 139 producers benefiting from water distribution; land presence, pattern of products, applied methods of irrigation, knowledge and consciousness level about irrigation, their thoughts about irrigation organization administration, the status of accession to irrigation industry, their problems about water demand and irrigation, examining of their opinions and suggestions related to the hitches in the water distribution system, is aimed.Regarding to the conclusions of the research; the irrigation facilities are too old, the irrigation fees are not enough to pay the maintenance and repairing expenses and the establishments prosecuting the industry is facing serious difficulties in prosecuting the activities constituting the coverage of irrigation administration by the ways of institution and economics, is determined. And also the following situations: ?The producers? unwillingness in supporting the renewal of irrigation network economically, the water is received on time and sufficient in the area, but the most of the producers see the irrigation organizations unsuccessful in an institutional way and the producers are plenty who think that the irrigation fees are expensive? are determined.
