The ethnic problems in the terms of the internal and external policies of the nation-states became a priority topic at the post-Cold War era, in a time when the Balkans came up together once again with the civil war in Yugoslavia. The conflicts seems to be frozen for the moment by the peacekeeping operations but the Balkans region is identical as a bomb ready to explode at any moment. In this context, the current problem areas and the problems with a a potential nature create a special and important impact for the region states as well as in global scale. In other words, the minority issues in the Balkans, are capable to create an impact not only in local dimension but also in the regional and global basis. In this context, one of the potential problems in the region is the Chameria region or the Cham Albanians (Çamet).Although for the moment it is not at the forefront of the region and the world?s agenda due to its structure, Chameria, located within the borders of Greece, continues to exist as an integral part of minority issues in the Balkans. In particular, after the civil war in Yugoslavya and the increasing of the role of Albanian minority in the region the Cham issue in term of Greece moved from a local to a regional potential crisis . Doubtless this issue, has primarily affected the relations between Albania and Greece and in this sense this is the point of discussion in this thesis.Therefore, firstly in this thesis is discussed the changing concept in the world of the minority in the historical and theoretical context and subsequently it is enshrined the course of the historical development of this issue. In this process it is discussed the abjurative, discriminative and assimilative police of Greece as an EU member, towards the region; the impact it has on Cham Albanians and the response that the people of this region reflect. In this thesis, this unresolved issue is assumed that affect adversely the Greek-Albanian relations and the minorities of Albania in Balkans so the Albania?s approach is being addressed within the framework of the Greater Albania Project allegations and related to the issue?s future there are offered some scenarios studies and alternative projects.Key Words:1.Albania2.Greece3.Chameria4.Minority5.Security
