Artvin, a city that has hosted many cultures since its foundation, has undergone some remarkable changes in terms of city texture and architecture due to new needs during the forty years it was under Russian occupation after the 1877-1878 Ottoman-Russian War, referred to as the 93 War. Eight buildings in the city center of Artvin, four of which have survived in their original form, constitute the subject of the thesis. It is aimed to introduce and examine these buildings, which are entirely administrative buildings, and compare them with contemporary buildings in neighboring cities. The buildings consist of two or three floors with the same space setup on a basement and a loft. A small attic was obtained by adding another section to the lower part of the roof. Double pitched hipped roof was covered and covered with tile. It is seen that the facades of the buildings facing the street have more intense decoration than other facades. Some of its facades are arranged as blind facade due to the land conditions and different structures built adjacent to it. In terms of their plans, facade designs, decorations, materials and construction techniques, they reflect a style that was foreign to the city until that time and which could be evaluated within the Westernization period architecture.
