Abstract (EN)

This thesis deals with, above all else, the process of transformation of the Directorate of Settlement of Tribes and Immigrants, as set up in 1913 as part of the Ministry of interior, to a General Directorate and the establishment of the General Directorate of Tribes and Immigrants as a whole, together with the building assigned for the directorate.Next it analyzes the central and provincial organization of the General Directorate on the basis of archival documents and in detail. The unknown aspects of the branch offices of the central organization and the directorates and civil servant posts of the provincial organization have all been brought into light by means of archival material. The headings dealing with the employees of this institution have explained the procedures of appointment and the functions to be fulfilled.The working methods of the General Directorate are studied under two headings, which examines the problems of settling, research and explorations and the activities in the aftermath of Moudros Armstice in the light of documents.Thus, the structural aspects of the institution in three different phases, namely before, during and after the World War I have been explained, which fosters the idea that it functioned more as an institution of social aid organization
