Abstract (EN)
In this study which was investigated Attila's political policies and military activities has been tried to shed light on a certain period of the Turkish History. The Romans lived a deep crisis in the scope where Attila's policies implemented to the Eastern Roman and the Western Roman Empire and they had been side exposed to severe conditions in relations with the Huns. This study is a rigorous research showing that bowed to Attila and his state under which the conditions of the Romans. Attila's the Western Roman and the Eastern Roman policy that is one of the most important figures in the Turkish History, his Germanic people policy and his various military expeditions which connected to tribute the Romans has been tried to investigated. Since the era of Khan Uldız when it was laid the foundations of Hun foreign policy has been threatened the Eastern Roman Empire. The Eastern Roman which connected to the tribute since this periods, it has dropped even more difficult situation by the weakening power due to the Vandal Wars since Rua period. The relationships were kept good with the Western Roman in Rua period, even, had cooperated with them in the some cases. If in the relations with the Eastern Roman, severe sanctions have been carried out and hostility has been exhibited to the Roman administrators in the fugitives issue. Bleda and Attila era was the most brilliant period from military and diplomatic terms and by the Margus Peace which took place during this period, diplomatic victory which was its terms in favor of the Huns had been obtained against the Eastern Roman. Bleda and Attila need their policies had seen the territories of the Eastern Roman as pillage, plunder and loot the area. Their purpose to make own desires scaring the Eastern Romans and it is to get more gold from the Eastern Roman government. Thus, the first Balkan military expedition in the around 440 year was carried out in the direction of this aim. Attila crowned own success in the second Balkan military expedition by Anatolius Peace owing to its brutal policy imposed against the Eastern Roman Empire and he had put the Eastern Roman government under serious obligations. He increased the impacts of the political life of ambassadors using the intricacies of diclomacy and he had never also compansated in the fugitives issue. He prefered to bring the conclusion through planned attempts by harder attacks their own issues which could not be conclude with the diplomatic activities. He also showed by the Mauriacum Campanum War that undertook against Aetius and his allies Visigoths. The most frightening thing also both the Roman Empire was his courage and intelligence. At tremendous way to the management and administration of the kings of the tribes under the command against the East and West Rome was an indication of his military intelligence. To dictate the conditions of the peace in the treaties of Margus and Anatolius to the clerk of Roman envoys and his attitude in the negotiation with Pope Leo I. was a clear example of his ability in the diplomacy. No doubt all the issues which mentioned above briefly relate with the realizing ideal of the World domination of Attila and he had been based his all political policies on this ideal. A large part of the Germanic tribes, the Western Roman and Eastern Roman empires and Sarmatian comminities had been taken under the obedience in the direction this ideal. His alliance, threat, pressure, intimidation, diplomatic maneuver and destruction policies had led to the success of his empire in the long date throughout his political life.
