Clemens V.'s choice of small Avignon as an alternative stopping place paved the way for seven popes, up to the Gregorius XI to administer the Roman Church from here. In this process, the popes who reigned ruled the Roman Church and the Western Christian World from Avignon, without visiting Rome. Popes, all of whom lad a law education,struggled to shape the policy of the Roman Church according to the realites of the 14th century. However, the period contains many problems within itself struggles wiht Ludwig of Bavaria, matters of Italy, the Hundred Years War, plagues it just some of the serious problems the Church has to deal with, apart from doctrinal matters. Relationships are multifaceted as a result of the Church and popes positioning themselves above all kings and peoples. The departure of the Papacy from the Italian arena brought with it the construction of Church policy on the new dynamic based in Avignon. Except for a few examples, the popes of Avignon followed this policy in shaping the religion, as they came to the consclusion that the permanent return of the Papacy to Rome was possible through military operations. Relations with other other European nations have also been amicable except for a new moments of tension. Being away from Rome brought with it centralization concerns. With centralization functionality was brought to existing offices, especially as a result of the meticulaus efforts of the Ioannes XXII. The Papacy owes much to popes of Avignon for the formation of Church officies and administrative staff. However, it is an important issue that the most important pillar of centralization efforts is the fact of effective tax and fund collection. In this case, the Papal Palace, as an institution, had the same appearence as the secular palaces, causing the people to be alienated from the policies of the Church.
