Abstract (EN)

Nowadays its hard to follow new developments considering that information and communications technologies progress rapidly. We oftenly come across this difficuly in computer competence field because, computer education programmes and departments vary from each other. There are computer education in secondary education, undergraduate, graduate and postgraduate programmes. Computer using skills may not be in accordance with educational status. This situation has led individuals and institutions to well known certificates which have certain standards. ECDL certificate which has validations in 150 countries is also common in Turkey. In this thesis, curriculums of ECDL certificate programme and Computer Programming vocational school which has been developed as part of "Improving Human Resources by Vocational Education Project" have been compared. Document investigating technique was used within qualitative research. In conclusion, it has been found that vocational high school computer programming education programme compensates ECDL Expert Certificate at %44-%55 level and ECDL Webstarter Certificate at %60-%66 level.
