Özet (EN)

Law of the European Union is indispensible for the existence of the European Union. Court of Justice of The European Commuties (ECJ), with its arbitraments, insures the Union?s development settle on judicial bases. In this study, we try to show this efficieny of Court of Justice Of the European Commuties (ECJ) and take the attention to the necessity of the existence of ECJ for the Union?s future. While doing this, the institutional structure of ECJ was dealt with, its place in the Union was mentioned and by explicating the arbitrament types, the actual subject of the study, Preliminary Ruling, was explained.The legal infrastructure of European Union depends on the Union Law being applied in all the member countries in the same way and its internalisation. The continuity of European Union, too, as The Cycle Theory conveys, depends on assiduity of expansion process of European Union. As a necessity of the Theory, the expansion process must continue. Otherwise, like a bicycle falling down when it stops, the Union will enter into the process of collapse.With the arbitraments of ECJ, reliance of European Union?s on legal structures will be ensured and also with the continuance of the process of expansion, by taking The Cycle Theory into consideration, the Union will be saved from collapsing.
