Abstract (EN)

Although the European Union started as an economic integration movement, social and political areas were also subject to integration within the course of integration. In particular, the EU has adopted a social inclusion approach to combat social exclusion caused by increasing immigration and poverty due to the impact of globalization, and has begun to implement several one-year and multi-year programs on social inclusion. Disadvantaged groups that constitute the subject of the thesis are the social groups in which the EU takes action to integrate with the society within the scope of social inclusion policies. The thesis examines the activities of the EU for disadvantaged groups in terms of educational policies. As it is frequently emphasized in the literature, education plays a decisive role in terms of social inclusion. In the thesis, the educational policies of the EU are discussed in the context of historical integration and European integration and the practices and policies of disadvantaged groups are examined in the context of educational policies. In this study, the effects of EU education policies on social inclusion were examined by examining EU documents.
