Abstract (EN)

In the light of developments in the age of technology, where globalization is increasing day by day, social development has also increased rapidly and new opportunities have emerged accordingly. Along with advances in information systems with technology, many convenience have taken their place in our lives. Many transations made using the information systems, especially online banking, shopping, snapshots, and photo transfer, have become an important role in our daily life. With the Information systems becoming such an important, protection of personal data has also beome an important issue. Because it has become impossible for data owners to control processing of their personal data and this situation has left open areas on information security. This issue necessiated legislate normative regulations to ensure the legal processing of personal data and prevent its misuse. With the protection of personal data being eveluated under need of human dignity and privacy, the security and protection of data in context of fundamental rights and freedoms has also become basic needs. In our study, the shaping of the concept of personal data from the past to present, the regulations made in the context of the protection of personal data in the Europian Unionin the historical process and the Europian Union General Data Protection Regulation, which is the current personal data protection legislation, are discussed in detail.
