Decision-making procedures in the European Union

The European integration process that was started by issuing anauthorization of production and usage right of iron and steel by the six WesternEuropean countries with the Paris Treaty, signed in 1951, to a higher organ thatwas established by the countries in question, has achieved to a stage that isbeyond the stipulated in the commencement.In the process of development, law of the European Union (and theCommunity), its institutional structure and decision making procedures havechanged as well. The first trend out of three in this development is the incrementof the purview of the Union (and the Community) and the second one is the rapidand efficient decision making and the last one is democratic legitimation.With the addition of principal of the authorization substitution with theConstitution of European Union as a fundamental principle, a constitutionalpower has been achieved and this increases the judicial authority of theinstitutions of the Union.In the beginning, it was adopted that a decision making by unanimityas it was established by international treaties. However, in time the number of theissues that would be decided by the Qualified Majority has been increased.European Parliament is in development process on the way ofresembling to the national parliaments.The European Union is in the process of development toward decisionmaking procedures which are efficient in general, strengthening its democraticlegitimation, processing simply and understood easily.
