The arrangement of Turkish digital broadcasting sector in the process of Turkey's harmonization to the European Union

This work, named ?The Arrangement Of Turkish Digital BroadcastingSector In The Process Of Turkey?s Harmonization To The European Union?,mainly focuses on the forthcoming digitalization of Turkish Media.The first part of the work titled ?The Legal Origins Of AudiovisualPolicies Of The European Union and Turkey? is focused on the AudiovisualPolicy Of The EU and Turkey and their legal origins. In this part Turkish lawsand regulations about the area are examined. The main problems of TurkishAudiovisual Sector are mentioned after the examination of The EuropeanUnion?s main Directives about the topic.The second part titled ? The Technical Infrastructure And Problems OfThe Audiovisual Area In Turkey And In The European Union? is based onthe technical aspects of digital broadcasting and the advantages of it. In thispart most important reports about Turkish Audiovisual Policy are mentioned.Some parts of these reports have been criticized from the point of theiraccuracy in the process of Turkey?s harmonization to the European Union?sAudiovisual Policy.In the third part some very important problems of the audiovisualsector are mentioned. One of the most important problems of digital TVbroadcasting era will be concentration of media ownership and competition,so that the approaches of main member states to The European Union aboutthose problems are examined under this title. The other problem of thedigitalized audiovisual sector is training of media professionals. The trainingprogrammes of the European Union for media professionals and theimportance of Turkey?s participation to them is also mentioned under this title.In the result of the thesis it is shown that the European Union has aUnique Audiovisual Policy concerning on diversity and customer rights.Turkey must be in compliance with the ?Acquis? from those aspects. On theother hand, that doesn?t mean that the Country can?t make any decisionsimplementing a system for it. Also, the system which is in compliance withthe European Union?s can make Turkey?s audiovisual sector more liberal andTurkish people more free while choosing what to buy or watch.
