Radio and television broadcasts in diffent languages and dialects in Türkiye for European Union legislation

Turkey has chosen European Union membership as its objective in aglobalizing world and has directed its policies in this order more than fortyyears. Studies to harmonize Turkish and European Union legislation havebeen intensified in many areas. Media is one of these areas. In order toharmonize audio-visual legislation of Turkey to EU legislation, laws arechanged. One of the results of harmonization studies is launchingbroadcasts in different languages and dialects. Following the amendments,broadcasts in different languages and dialects such as Boşnakça(Bosnian), Arapça (Arabic), Çerkezçe (Circassian) , Kürtçe (Kirmançi veZazaca) languages were started on June 7, 2004. These broadcasts havebeen realized by the Turkish Radio and Television Corporation first.Afterwards, with the amendment of the Law 4928 on July 15, 2003, privateradio and television stations are also authorized to broadcasts in differentlanguages and dialects. Aforementioned broadcasts are restricted to news,music and culture programs.Broadcasts, which have been realized in order to preserve diversity inEurope, has also been made for the same objective in Turkey. Motivatedby the principal of multi-culture, European Institutions like European Counciland European Union are functioning in order to prevent disappearance ofrarely spoken languages. However, policies are determined by eachcountry?s inner dynamics. It is a fact that some of the agreements are notfully accepted by the European Union member countries due to cultural andhistorical differences. Some sensitive issues are also being reviewed inTurkey in accordance with the rules of Lausanne Agreement, July 24,1923.The main theme of this study, broadcasts in different languages anddialects that have been traditionally used by Turkish Citizens in daily life, ishighly important due to its contents. These broadcasts have to beconducted in a way to provide integration, freedom of speech and to easegetting news and information. Broadcasts in different languages anddialects should be considered and perceived as a way to preventdiscrimination and the conflict between different cultural groups. Broadcastsin different languages and dialects should be the statement of being multi-cultured and should play an integrating role within Turkey.Key Words1.
