Abstract (EN)

With this study, in which the Turkish Civil Aviation System is handled within the framework of the EU Transport and Aviation Policy, it is aimed to examine and evaluate the Turkish Civil Aviation System in terms of the EU harmonization process. In the study, the development of the EU in the historical process and EU-Turkey relations are generally explained; in the context of the civil aviation system, the transportation and aviation policies of the EU and Turkey and the civil aviation structures in the selected member countries have been examined. In the light of the findings obtained, evaluations were made regarding Turkey's compliance with the EU Civil Aviation System. This study, which was carried out with the qualitative research method, was handled based on the literature and the relevant legislation in the context of the question "Is there a need for an institutionalized approach within the framework of the European Aviation Rules in order to ensure the reliability and sustainable development of the Turkish Civil Aviation System?" and the sub-questions created from this point of view. In the study, it has been determined that Turkey recently has made important developments in the field of aviation in terms of international and European Aviation Standards. Turkey is trying to establish an institutional and general legislature structure, similar to that of the EU member states, within the scope of both the civil aviation system and structures and the current legislative structure. In addition, it was concluded that deficiencies in various issues such as alignment with the acquis, infrastructure facilities and administrative capacity should be reviewed.
