Amendments of local government areas in Turkey in the process of European Union

In this study, in Turkey in the process of integration into the European Union it has undertaken to examine the arrangements made in the local government area. The importance and functions of local governments are becoming more and more evident. In our country, the structure of local administrations before the harmonization process with the European Union has been revealed and it is aimed to be compared with the situation after the harmonization process arrangements. In this context, the first part of the study provides information about local governments and the second part provides conceptual information about local governments in the European Union. In the third part of the study are given information about the arrangements made in the decentralization process in Turkey in compliance with the European Union. In the arrangements made in the field of local government in the process of harmonization with the European Union, the scope of the working areas of local administrations has been expanded and its activities are aimed to be made more effective. With the arrangements made, local governments' activities were gathered around certain principles and local governments were established under administrative tutelage to make their work more free, faster and more efficient. In line with the arrangements made within this scope, the principle of the principle of materiality stipulated in the European Charter of Local Self-Government is based on the provision of municipal services in the closest places to the public and with the most appropriate methods. In order to ensure the efficiency of management, local administrations are composed of elected persons rather than appointed persons; it was ensured that the people of the city chose the managers to be employed directly or indirectly in the local administrations, not the managers previously appointed by the central administration. When the arrangements made in the field of local government in the European Union harmonization process are examined in general terms, it is seen that these regulations have been established to increase the efficiency of local administrations, to provide faster and more efficient service to the public and to create a more free structure.
