The applicability of council of European framework (cef) in primary schools of Turkish Ministry of National Education as a foreign language teaching (English)

Shared investments and commercial activities which come out as a result of technologicaldevelopments have also proved the intensity of the human relations. During theserelationships, the obligation of speaking a foreign language has emerged in order to providethe share of information among the people. These changes which have been experienced inthe world have also affected the language policies of Council of Europe and The CommonEuropean Language Framework of Reference for Languages have been constituted in order toform a plurilingual and pluricultural European Society in order to integrate them into commonvalues framework. As Erözden stated (2005), the main purpose is to increase the mobility inEurope in accordance with a common target and to make the nations come together in order tocreate a common European Culture rather than enabling the people to learn language.Also, in our country a lot of adaptation studies most of which are education - oriented, havebeen carried out to become a part of this union and to aim at entering European Union.Because of that, it has been observed that in the constitution of The Ministry of NationalEducation (MNE), especially in language education, new programs and studies have beencarried out taking into account The Common European Framework of Reference forLanguages (CEF). By means of this consciousness, English teaching has been started from the4th grade which is the first stage of the education and teaching and English language teachinghas been adopted.In the light of these data, in this study, the criteria regarding language teaching method andtechniques which have taken place in European Framework of Reference for Languages andTeaching Training Committee Resolutions regarding language teaching in primary schoolswhich have been published by The Ministry of National Education (MNE) have been takeninto view. By taking into account these criteria, the adaptation between each other have beenassessed, and it has been determined that which methods and techniques have been taken intoconsideration by MNE and CEF, and by means of the obtained results, lacking aspects havebeen tried to be established. In the assessment part of this study, determined deficiencies havebeen examined and reached a conclusion have been stated under the topic ?conclusion?. Theaim of this work is to support the studies on language education in our country and to presenta different perspective on this topic
