European Union Common Security and Defense Policy

This thesis dealing with European Union Common Security and Defense Policy is composed of 2 parts. First part principally deals with emergence of defense and security issues in Europe and following developments regarding the formation process of European Union Common Security and Defense Policy. Then the developments concerning security and defense, innovations and anticipated institutional structure within the light of the regulations amending the Treaty on European Union and the decisions taken at the European Union Summits is presented. This policy of which foundations is laid with the historical process has gained a legal identity with the Single European Act. Later with the Maastricht Agreement, Common Foreign and Security Policy is created and developed with Amsterdam and Nice Treaties these regulations are supported with specific decisions taken at the European Union Summits. Draft Constitutional Treaty including regulations regarding objectives and the final institutional structure of the Union is examined at the second part of this thesis. Although not entered into force, Draft Constitutional Treaty received a broad place since it has provided a basis for many regulations at Lisbon Treaty. With reference to security and defense, EU Ministry of Foreign Affairs, enhanced cooperation, solidarity clause and other regulations concerning operations is mentioned. Next the Treaty of Lisbon amending the Treaty on European Union and the Treaty establishing the European Community is addressed. Information concerning High Representative of the Union for Foreign Affairs and Security Policy, inter-parliamentary cooperation and unanimity rule, permanent structured cooperation clause and amending the name of European Security and Defense Policy as ?Common Security and Defense Policy? in particular is given. Then starting with the decision making bodies, abstention, decision making procedures in case of permanent structural cooperation, decision taken with qualified majority and principles of derivativeness and proportionality are explained. Finally information regarding institutional structure and political mechanism is given and right after an evaluation is made.Key Words:1. European Union Common Security and Defense Policy2.
