Abstract (EN)
International labor mobility along with increasing income inequalities and decliningmigration cost occupies the the agenda of the world. The increasing regionalcooperations also fasten this process. This study aims at analyzing a significanteconomic and social problem of international labor migration which the members inthe participation process to the European Union (EU) and the Union itself face.Especially the eastward expansion of the EU in 2004 did not create anydisppointment for the EU. It seems that each side benefited from this expansion.However the population size and relatively economic backwardness of Turkey andsocial tension within the EU makes the EU more sensitive about the free labormobility within the EU. Hence the objective of this study is to elucidate this criticalissue. Turkey, in this process, thus during the accession phase to the EU, has toelaborate the costs and benefits of the free labor mobility and should be ready for thisissue in the future. First of all, Turkey has to pursue policies that increaseproductivity that wil lead to a rise in return of work in the country. Further via laborinducing labor migration policies she can draw migration from the sectors in whichshe has qualified labor gap. From this perspective, she, by benefiting from theexperiences of newly accepted countries to the EU, should follow appropriate policesto minimize the problems she will likely face during the process of accession to theEU.
