With this research, the EU accession process, the administrative structures of Turkish National Sports Federations and the administrative structures of in some EU countries Sports Federations are analyzed in a comparative and sports administrators, however, have been evaluated based on the views of this structure.For this purpose, face to face interview and descriptive screening method through e-mail were applied to the managers of sport federation, sport experts and the lecturers of Vocational High Schools of Physical Training and Sports by means of random sampling method. Firstly current situation was determined and compared to the sport federations of some European countries. Proposal was offered by assessing the findings and the views taken from experts.Thus, according to the information obtained from this study, it has been determined that general boards of sport federations does not comprise from the members elected from a wide section interested in related sport branch, so a right way is not followed for determination of members of the board, the number of member of the board remains insufficient definitely and the structure of general board is not healthy in this way, they could not generate income at enough level, nearly all incomes of these are met by the state, the budget allowance allocated is not given based on an objective evaluation too, their budgets are not used in efficient and effective manner, expenditures are not made transparently, expenditures are kept out of tender legislation, necessary structural arrangements are not carried out within the EU harmonization process, the structuring and applications of independent Sport Federations could not give expected acceleration to Turkish sport, their establishment by the state is not correct, federative structure namely federation should be formed after a sport branch reaches to certain level as a result of bottom to top structuring, they could not establish the departments such as administrative, technical, educational, public relations, promotion marketing and sponsorship, boards of federation could not work at desired level, auditing of their expenditures by independent audit institutions instead of the state would be more reasonable, the description of independent sport federations is not correct as it is thought federation with its word meaning define a more autonomous structure, they are not also in an independent structure and application in real meaning, members of the board should be elected from block list by general assembly, members of the board are not composed of capable persons in line with their duties, general secretaries are not appointed among the capable persons from related sport branch or another sport branch, appointment of more than half of the members of audit board by Ministry of Youth and Sports is a wrong application, activities towards performance athlete are made rather than making sport by the citizen from all ages., service cannot be rendered with the current management structuring, sufficient attention is not paid to training and scientific research activities, adequate study is not performed regarding election of talented persons and direction to sport.In conclusion we think radical structural change and restructuring are compulsory for a human centred, democratic, participative, dynamic, autonomous federation management model which take cares of efficiency and productivity, takes quality as basis for management and service in order to meet social requirements.Key Words1.
