Kocaeli Metropolitan municipality's example within the European Union process in foreign relations local government in Turkey

Shown as one of the most important Metropolitan of Turkey, Kocaeli Metropolitan Municipality's reflection of globalization and localization is to determine the contrast. The object of this research is to analyse '' Kocaeli Metropolitan Municipality's Example on Foreign Relations in Local Government in Turkey''. In this study, qualitative analysis of the content analysis (analysis) technique is used, this technique identified research topics covered by the books, magazines, papers, official correspondence, documents and web resources on the review of the literature, categorized under a system of divident analysis. As a result of the research; Turkey a country with rapidly advancing accession towards full membership,must comply with the rules which are adopted and implemented by the European Union. As it should be in democratic countries,establishing more democratic and participatory local governance has become an important objective for European Union and members of this union. European Union has robust policies concerning local government in order to comply with international conjuncture. In this sense,initial steps towards greater public participation and democracy needs to be provided by local governments. Turkey has acknowledged an important step towards becoming a member of the Union within these facts.With the impact and the significance of the globalization process of democratization and renewing their own institutions norms of the European Union and Turkey,more democracy, more efficiency is important and necessary to reach a point. Also in this study; European Union's expectations from the local government at transformation qualifications,the level of Turkish legislation meeting these expectations and in particular its impact on the Kocaeli Metropolitan Municipality were examined.
