Human rights became one of the primary values of the 21st century as being the common value of humanity as a whole. All human beings reaching the awereness of their rights after a long period of struggle and prop up it with a protective mechanism by glorifying it, needs all human beings look after these values. The human rights, in the brodest sense, are a reflection of the political legitimacy. The states are legitimate as long as they protect the human rights.Today?s conditions push the societies to the regional collectivities. Turkey expressed its own determination in the European Union membership process through the international agreements/treaties which have been undersigned. This determination needs the police organization to act more sensitive and initiate new leaps as the all segments of Turkish society do. The EU process being the motor power of these leaps, the Turkish people who are the basis of existence of the Turkish Republic and deserving any improvement which are to be made, to reach more peaceful and easy life, of course, primarily is the duty of the state.In this paper, it is mainly issued that the reflections of the experiences Turkey obtained all along the EU process on the police organization and with evaluating the police practices with regard to the decisions of European Court of Human Rights, and the effects causing human rights violations and solution seeking to remove these violations are primarily examined issues. By using scanning method, the written documents which are relevant to the subject of the theses were systematically examined and literature scanning was done, after the results were displayed the outcome and recommendations have been explained.In our study which was carried through resource and literature research, these results were concluded shortly: there is a human rights problem in Turkey, resulting from police practices. But there are few structural attempts which states the problem expressively and with courage aiming to solve the problems which are directed the polices to bad treatments. Turkey has been experiencing efficient transformation. This transformation affects the social structure and accordingly the Turkish Police Forces in positive way. When the decisions of ECHR are examined, it is clear that the condemnations against Turkey accepted as democratization criterion will be minimized with the necessary regulations which are to be made in police organization.Key Words: European Union, Police Organization, Human Rights, the European Court of Human Rights, Police Forces
