Foreign migration in the European Union and Turkey relations and its effects on security management: The case of Izmir

Migration of individuals from one area to another for economic, cultural, political, social and environmental reasons is a phenomenon as old as human history. These migration movements, which are accepted as the natural process of humanity, have begun to be analyzed in connection with the saturation of the number of refugees that countries can take, and the change in the understanding of security after the cold war. It has also started to be analyzed in line with security studies with the increase in irregular migration acts. In this context, studies related to migration and security are of great importance in Turkey, the country most affected by external migration movements in the post-2011 Arab Spring period. According to the 2019-2023 Eleventh Development Plan Specialization Commission Report, the province where irregular migrants are caught the most and asylum seekers under temporary protection are most concentrated is İzmir. The main aim of the study is to determine the security level due to immigration in İzmir. For this purpose, the concepts related to external migration and the current international developments in the European Union in the light of the 1951 Geneva Convention gains are included in the first part of the study. In the following part, Turkey's administrative and legal organization has been mentioned and the security analysis of İzmir province due to external migration has been carried out. In the study, mixed research method, in which qualitative and quantitative methods are used together, was preferred. Based on the data obtained, personal safety problems such as theft, injury and threat have been identified in the low socioeconomic level of the province of İzmir and in areas with high immigration. Informal economic activities and the increase in rents are among the most common economic problems in the province. Positive parameters have been reached in İzmir regarding health security stemming from external migration. Due to the lack of data collection by the district municipalities, concrete information on environmental safety could not be reached.
