Abstract (EN)

One of the biggest problems of all the countries that are developing or already developed have is unemployment. The most important social security policy applied in place to decrease the negative results of unemployment is unemployment insurance. The unemployment insurance, which has the cause of providing income for people who are departed from their jobs despite their will to work, directly effects the lives of working people, society and the economics of the country. The unemployment insurance policies diversifies from country to country depending on their social, sociological, demographical and echonomical differences. The unemployment insurance system in Turkey took place in 08 October 2009, with the official newspaper no 23810, and unemployement insurance law number 4447 accepted in 25 August 1999.In this thesis, the unemployment insurance policies of Turkey and European Union countries are evaluated. By comparing the systems constituted in Turkey and the European Union countries out of the negative effects of unemployment and in order to recerver their results, this paper aims to find out what policies are needed to be applied in order to improve the system in Turkey.Key Words: Worker, Unemployment, Unemployment Insurance, The European Union
