Rural development policies in Europe and Turkey, ARDSI Program implementation (Case of Malatya province)

In this study, Instrument for Pre-Accession for Rural Development (ARDSI) Program, which was transferred to potential candidate countries in order to increase the level of development of the European Union (EU) and prepare for membership, was examined. The investments of Rural Development Support Agency, established in Turkey (TKDK) under the program and Malatya Provincial Coordination Unit, and the effects of these investments are evaluated utilizing statistical data provided. The aim of this study is to examine the effects of the investments supported in Malatya through ARDSI Program on Malatya agriculture and rural development. For this purpose, supported projects, sectors, support amounts, employment numbers, the number of young and women entrepreneurs, supported machine equipment in Malatya as selected sample province are presented on tables with datas are provided by ARDSI. Also, through the Provincial Directorate of Agriculture, the datas in the year 2011 which ARDSI Programme began to apply and the current datas of the year 2019 has taken to examine the sector based changes in the province and the effect of ARDSI Malatya Provincial Coordination as sectoral is analysed. Earlier in rural areas of applied support policies in Turkey it is target unable to reach literally. In this regard ARDSI in Turkey and Malatya contribution is limited in the level. But the rest of ARDS in Turkey with the introduction of supporting policies like agriculture and livestock in the area are thought to lack a little bit off.
