Abstract (EN)

Economic sanctions have been one of the deterrent methods applied by states to solve the problems they target. The problems in question can vary from political issues to terrorism. In order for economic sanctions to be taken into account worldwide, it is important that the actor who implements them has a global and strong economy. At this point, it is important to examine the autonomous and United Nations economic sanctions implemented by the European Union, whose foundations are essentially based on economic principles, in terms of the "Rule of Law" principle. This examining, which is included in the first two parts of our study, is based on the EU treaties and the decisions of the EU courts. In the third part of our study, based on various laws and United Nations Security Council resolutions, the measures implemented in our country, especially for the financing of terrorism, are considered as economic sanctions. These economic sanctions have been examined mainly through administrative and criminal law. Finally, the study was concluded by giving comparisons and recommendations regarding the practices in the EU and in our country.
