Comparison of refugee policies of the European Union and Turkey on the axis of human security

In this study, the refugee policies of the EU and Turkey are compared in the axis of the human security approach that focuses on human security. The aim of the study is to present a perspective in which the safety of people seeking international protection is taken into account and human security is aimed when comparing refugee policies. In this direction, the refugee policies of the EU and Turkey have been examined from history to the present and periodic distinctions have been determined in terms of compliance with human security. The principles of human security to be free from fear and to ensure that needs are met, and the protection and empowerment framework of the approach are used as a basis for comparing refugee policies. In this study, examinations were carried out on primary sources. In the theoretical explanations part of the study, which explains human security, the founding texts prepared by the UN were used. Reports and research data prepared by non-governmental organizations are important sources referenced in the study. The result obtained in the study is that neither the EU nor Turkey can provide the security of refugees in line with the principles of human security. The increase in the number of refugees and asylum seekers complicates compliance with the human security framework. However, while Turkey is taking positive steps to ensure human security, especially with the regulations it has made after 2011; The EU is moving away from human security with its strict border policies.
