Abstract (EN)
Leaders of the European Union countries in the Brussels Summit, performed on 17th December 2004, adopted to start accession negotiations with Turkey on 3rd December 2004, in accordance with the European Commission?s report issued on 6th October 2004. This decision means the beginning of a new era on the relations of Turkey and European Community. Turkey has advanced considerable way for the membership with comprehensive reforms for the harmonisation to Copenhagen Political Criteria since Helsinki Summit where its candidacy has been confirmed. Nevermore negotiation process which means of accepting and applying complete level of rules composing European social life requires, more comprehensive transformation for the purpose of Turkey. And this requires, in the forthcoming days, to make much of importance for the harmonisation of Turkish Legislation to Acquis Communitaire.Purpose of this study is to analyse the ?Transportation Policy? title, which is one of the titles will taken into hand while the accession negotiations with EU, and cohesion situation of Turkish Air Traffic Control Services, accompanied with international treaties and institutions which are drawing up civil aviation, within the context of Air Transportation Policy. In conjunction with globalisation, air transportation has an important place among other transportation manners. In this exponentially growing sector, air safety seems the most important issue. Air traffic service providers as institutions and air traffic controllers as human factor are some of the most important components. In this context in this thesis, as one of the fundamental purpose of the study, air traffic control service and profession of air traffic controlling, which is less known in our country but is being held in high estimation in developed countries, has been tried to explained particularly. Also its tried to give contemporary information and senses regarding air traffic management to the air traffic controllers who are working currently. Brief information given about Turkey and EU member countries? air traffic service providers accompanied by comparisons and EU air traffic management legislation have been defined and cohesion situation of Turkey have been assessed.Key Words: European Union, Transportation, Air Traffic Controller,Air Navigation.
