Abstract (EN)

The main purpose of this study is the providing of finance for the primary and secondary education of Turkey and Europian countries (Germany, Finland, United Kingdom, Portugal). The questions below are asked as inferior aims related to this main purpose:How is the finance of primary and secondary schools in EU Countries (Germany, Finland, United Kingdom, Portugal) and Turkey ? What are the expenses and the distribution ratios for students in the primary and secondary of Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ? What are the ratio of students to classroom and the ratio of students to teachers in primary and secondary of Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ? What are the sallaries of the teachers and the factors that effect the sallaries in Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ? What are the working time of teachers in primary and secondary of Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ? How many teachers are working for primary and secondary of Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ? How ise the finance of vocational schools in Turkey and EU Countries (Germany, Finland, United Kingdom, Portugal) ?According to the reached findings, after analysing these inferior aims; the finance of education of primary and socondary is organized in three ways as central, regional and local in EU Countries (Germany, Finland, United Kingdom, Portugal). But in Turkey, the finance of education is organized in the central way.The expenses for students, the expenses for educational institutions and the sallaries of teachers of EU countries (Germany, Finland, United Kingdom, Portugal) are higher than Turkey.The ratio of students to classroom and the ratio of students to teacher in primary and secondary of Turkey are more than EU countries (Germany, Finland, United Kingdom, Portugal).Key Words: Education Finance, European Union, Turkey, Primary and Secondary
