Abstract (EN)

Local Goverments are primarily responsible for ensuring all citizens health, safety, education and their quality of life.Countries determined principals for citizens quality of life that directly affect as mentioned above.Countries brought the legal arrangements for duties and responsibilities.Turkey and members of The Europen Union countries as Germany , Sweden, Denmark, Portugal , Ireland ,England?s local governments provided services about sports activities , perspectiveses on sport and support contains the differences in each other.Population , economic structure, residential education are among the reasons for this situation.Sport in the Europen Union Member Countries under the responsibility of the govermental organization and also sports confederations ,committees organizations as known as units of non-governmental organization.Government providing financial support for these organizations and controling the use of a special budget for sports.Non-govermental organization encourage citizens of all ages to sports and without distinction of age ,gender ,race or disabilities ,non-disabled.They provide condition to everyone who needs help.They determine different sport activities for different groups.Various tasks related to sports are given to local governments in Turkey with law number 1580. However; local governments are insufficient to provide citizen organizations for promotion of sports and sports fields. Sports-related units within the government has assumed primary responsibility. European Union countries, sports confederations, committees, councils could not be established in Turkey. Local authorities must purchase the policy to provide opportunities to act in accordance provided by the state the necessary facilities to carry out the activities of their own possibilities in the sport. With a few coercive law clause people?s interest can be obtained in amateur and professional sports. Introduction of sport as a hobby or even for health should be the main duties of local governments.By building sports facilities, opening courses to train amateur athletes, discovering new talent out of these capabilities and ensure that they raise. Thus, achievements at the Olympics increase in the world, as well as a healthy society, a dynamic youth may be able to train.A special budget should be obtained within the framework of government sport policy. Local governments should provide the same approach citizens, the physical and mental health service providing the necessary investments for the sport.When Local Government in Turkey perspectives of sport to sport perspectives is compared to the EU countries, they provide services and develop projects that can be understood very advanced. In Turkey as stated in articles 58 and 59 of the constitution, from 7 to 70 for amateur-professional, disabled, and for all citizens, projects and promotion of sports should produce.Key Words: Local government, Sport, Sport policy
