Abstract (EN)
What is done in this study is the presentation of the pedagogical aspect of the Common Framework for Teaching European Languages, which has been prepared by European Council Language Unit to standardize language teaching, and the attempts to determine the ways to benefit from this framework in teaching Turkish as a foreign language and acquisition of Turkish as mother tongue. By including the programmes which are for the secondary grade and intend to teach Turkish language to Turkish children living abroad, they are studied reciprocally in terms of approach, techniques, acquisition and learning areas in line with Common Framework for Teaching European Languages. The books which are predicated on Common Framework for Teaching European Languages and prepared to teach Turkish language to foreigners and teaching foreign languages to Turkish people are also studied in this frame.In the first chapter of the study, the state of the problem, the aim and the importance of the study, assumptions, limitations and definitions are handled. In the second chapter, data on theoretical frame is provided, in the third chapter, methodology is determined and defined, in the fourth chapter findings and interpretations are provided, and in the final chapter, suggestions and the conclusions of the study are presented.Main data as a result of the study are as follows: While Turkish language teaching programmes mostly expect literary skills from students, common framework focuses on communicative language proficiency and the use of language. In terms of approach, the philosophy of these two programmes does not have significant differences. Both are based on students and act according to students? needs. The fact that the framework features cultural aspect in language teaching is observed in the books prepared in accordance with the frame. In the assessment, portfolios which are prepared according to framework and dossiers in Turkish language teaching programmes are similar to each other according to student-based and usage.Key Words: Turkish Language Teaching, Teaching Turkish to Foreigners, Common Framework for Teaching European Languages, European Language Portfolio.
