EU-US relations on the axis of European Security and defence policy

After the cold war, integration process of the European Union is accelerated and European Union struggled to become an important power around the world on security and defence areas as much as on economy. However, the differences between states in foreign policy and lack of 'common interest' definition were obstacles for a successful foreign policy. Insufficient defence budgets and military capabilities of European countries prevented an efficient security system and an 'autonomous' European Army idea must be based on NATO's capabilities and opportunities. With the Bush administration, United States determineted all the world as the space of its interest and it supported an independent European structure because that structure should have decreased its burden in Europe. America, which encountered with a divided Europe at the Iraq War, does not believe that Europe can establish a rival military power; therefore it is not anxious about decreases in its own efficiencies. In this paper, firstly an analysis about 'security' and 'defence' concepts was made; theories on providing security were examined; the changes in the threats towards security and related to this, the changes in the security theories were discussed. After a general investigation in the form of an introduction, starting from the Cold War era, the attempts under the initiative of either the US or Europe for the security were analysed, the establishment process of European Security and Defence Policy and the factors that affected the process were discussed. After an analysis of American foreign policy and the position of Europe in this policy, problematic subjects about European security between two sides were examined. The goal of this research is ascertaining conflict areas between Europe and America and determining the position of Turkey in these areas.
