Abstract (EN)

Gathering information about the source text and its author before the translation, and then being informed about how the target text will be, are considered the first steps of the translation process. In case of more than one option in the translation process, every decision taken covers the translation policy. Translation policy is among the newly researched topics in Translation Studies. When local studies were examined, it was determined that the subject was reduced to pre-translation and during the translation process. But the translation policy is also related to the post-translation process. The aim of this study is to present a general perspective on translation policy. First of all, the translation policy, its scope, which processes it includes and how it affects the translator were examined. In the continuation of the study, the sub-fields of translation policy such as ideology, organization, technology, personnel (translator) and quality are discussed. In the application part of the study, the Council of Europe Conventions on Preventing and Combating Violence Against Women and Domestic Violence, known as the Istanbul-Convention, are examined. The Turkish and German translations of the agreements were compared with the source text (English) and their content was analyzed. In line with the information obtained in the theoretical study, the deviations detected in the translations were evaluated in terms of translation policy. There were serious changes in the Turkish translation text that did not match the source text and could be explained by the policy followed. As a result, translation policy makes it possible to answer the question of why the decisions about translation are taken.
