Abstract (EN)

In this study, it is aimed to analyze whether European Union (EU) can create a common European movement in foreign policy and security issues after the war devastations in Europe. This study has focused on the impact of the Common Foreign and Security Policy (CFSP) on the formation of European identity, where CFSP is a political improvement for economically advancing the EU. Integration theories that underlie the theoretical foundations for this study will be examined, as well as how these theories impact the EU process. Additionally, the impact of success on technical topics that was brought with functionalism idea on EU structure aiming to advance politically has been examined. The most important step in this direction, Maastricht Treaty (EU Founding Treaty), was formed as a result of discussions on how the EU will lead after the Cold War. European identity formation has been evaluated together with CFSP, which was developed as a result of this treaty. European Union, a successful economical organization that appeared as a result of this evaluation, has shown that political progress under the European Union structure has been prevented by political topics not being open to discussion, political topics being determined by countries national interest, and especially the national structure of states being the most important factor in foreign policy. Even though CFSP has put European Union into an important political dimension, it is not successful in creating a common foreign policy and common European identity due to states' own interest in national identity formation. The progress of security and foreign policy topics by focusing mainly on national interest caused CFSP to stay behind national interests, and it has been determined that CFSP will not have an impact on European identity.
