ABSTRACTMaster ThesisPUBLİC PROCUREMENT OF SERVİCES IN THE EUROPEANCOMMUNİTY (UNION) LAWUniversity of Dokuz EylülInstitut of Social ScienceEuropean Union Law ProgrammeSince 03 October 2005 Turkey is a country in the state of negotiation process.The fifth chapter of the negotiation process is related to public procurement.Public procurement of services which is the subject of our study is also withinthe context of this chapter.First of all to be able to finalize the negotiations on the public procurementsucessfully, the arrangements for the public procurement of services accordingto Turkish Law must be compared to the relevant arrangements of theCommunity Law. And then the arrangements of the Turkish Law must beharmonized with the arrangements of the Community Law. In Turkey, thepublic procurement of services financed through the EC grants are also subjectto the EC public procurement law. Therefore the importance of the subject ofpublic procurement in the European Community Law is not limited only tofinalize the negotiations successfully.Our study consists of three chapters. In the first chapter of our study, thesources of European Community Law on public procurements of services havebeen specified. Additionally the concept of public procurement of services andsimilar concepts have been mentioned.In chapter two public procurement process in European Community Lawhas been analysed. Within this analysis principles which dominate publicprocurement of services, procedures of public procurement and phases of publicprocurement process are included.Review process of public procurement of services in EuropeanCommunity Law has been analysed in chapter three. Principles which dominatethe review process and the review procedures are included in this analysis.
