Abstract (EN)
Europeanisation is generally recognized as the reconstruction of functioning of national rhetoric, structure and policies within the EU perspective. Turkey, as a candidate country, has prioritised the administrative reform efforts during its Europeanisation process. In this thesis, Europeanisation of the public administration of Turkey through reforms is analysed with the qualitative content analysis method. Within this framework, basic administration reforms, general justification of the draft of legal regulations, TBMM Commission reports and other related documents are included in the analysis. In the thesis, it is attempted to understand the use of a legitimizing discourse discussing Europeanisation; and the extent and characteristics of the EU influence in the administrative reforms despite the different governments between 1999 and 2016 with regards to the findings of the analysis.
