Abstract (EN)

The Ayniyat registers are the records in which the documents sent from the Sadaret to province are kept. Using the Ayniyat records from Anatolia and Rumelia belonging to the Mahmud II period in the thesis; the quality of the communication between the center and the province and expectations of the center from the province were made the subject of study in six sancaks samples. These sancaks are Ankara, Bursa and Kütahya in Anatolia and Selanik, Varna and Tırhala in Rumelia. In this way, it was made possible to determine of the administrative changes experienced by the province of the Mahmud II period and to detect what extent the centralization policy was felt in the province in particular for the mentioned sancaks. At the same time, inhabitability in the province was tried to be detected by determining various demands of the center from the province mainly provisionalism, tax and military with the reflections of the reforms made in numerous fields of tax, military, fiscal, social, administrative, etc. to the province.
