Structural problems of democratization in Azerbaijan and Georgia

The main aim of this paper, to focus the roots of sivil revolutions in former Soviet countries and try to show them as a new kind of democracy wave. As everbody know, civil revolution has happened in Georgia and Ukraine in the beginning of 2000?s. Pro western opposition came to power in those countries without any violent or splash blood. But it should be noted that allways pro-western sides come to the power. First of all, people came down to the streets and begun to the demonstrations, than they rejected the result of the elections, so elections renewed and pro-western parties came to the power. There is a one unique case that is Azerbijan. She never lived this kind of revolution. There was a great expectation but nothing happened. Western powers, started to use civil revolutions to take countries to their sides. But, for some countries like Azerbaijan, there is no need to civil revolution, because she was ruled by pro western power. In the other word, those countries were living under fear of ?Command Economy? bow they are living under fear of ?Command Democracy?.
