Abstract (EN)
With the development of the health sector, increasing productivity and efficiency, investigation and elimination of the cause of inefficiency in provision of health services have very important part in the functioning of the socio-economic policy implemented today. Successful policy that has been implemented in both economic and social areas in Azerbaijan, has a positive effect on the development of the health sector. In this sense, it is important to see effects of health reform made in Azerbaijan in 2010. This study aims to examine factors affecting effectiveness and efficiency of hospitals under Ministry of Health in Azerbaijan between the years of 2009 – 2013. In the first part of this study in this context, stages of the development of health in Azerbaijan from ancient times until today were described, attitudes of communities settled in Azerbaijan towards health in time and their contribution to it were examined in accordance with chronology. In the second part of the study, efficiency and effectiveness concepts were introduced and information was given about theories developed for effectiveness, literature review was made according to researches on effectiveness in healthcare field. Also, information was given about models for calculating effectiveness which was investigated within the scope of the thesis. In the third part, effectiveness and factors having an influence on the effectiveness were examined with data covering the years of 2009-2013 and obtained from Ministry of Health metropolitan and provincial hospitals under Azerbaijan Ministry of Health and having more than total 100 beds. Research was made by using Data Envelopment Analysis and Stochastic Frontier Analysis.
