Bâb-ı Meşîhat Sicill-i Ahvâl Office and the formation and development of the staff file system

In this study, the Registry-i Ahvâl records, which are the official personnel records of all officials working in the Şeyhülislam Institution in the Ottoman Empire and which can be defined as personnel personal files in the modern sense, are discussed. The scope of the thesis is limited to the files belonging to the Istanbul Mufti Meşîhat Archive Registry-i Ahvâl Office. The main goal of the thesis is; to reveal the formation and development of the personnel file system affiliated to the Şeyhülislamlık during the Tanzimat period when the bureaucratic structure changed. Throughout the study, the archive material related to the subject was determined and the detected documents were evaluated in terms of diplomatics. In this context, the thesis; It consists of introduction and three main titles. In the introduction part; The importance of the study, the nature of the subject and the working stages and the method followed are discussed. In the first part, the history of the Office of the Bâb-ı Meşîhat Sicill-i Ahvâl is emphasized. The second chapter is devoted to the examination of the archive material of the Office of the Bâb-ı Meşîhat Registry Sicill-i Ahvâl. In the third part of the study, the document types in the Registry-i Ahvâl files were examined in terms of archivalism, and a general evaluation of the subject was made by revealing the document forms and diplomatic features.
